Do all hotels in China accept foreign guests?

Foreign Guest License Explained

Chinese law requires hotels to have a special 'Foreign Guest Reception License' to accept non-Chinese passport holders. This is a real regulation, not a suggestion.

Licensed hotels: All international chains (Marriott, Hilton, IHG, Accor, Hyatt), most 3-star+ Chinese hotels, and many boutique hotels in tourist cities.

NOT licensed: Many budget guesthouses (客栈), youth hostels (青旅), small family-run hotels, and some Airbnb/Tujia listings — especially in smaller cities and rural areas.

Consequences: If an unlicensed hotel accepts a foreigner, both the hotel and the guest can face issues. The hotel may be fined ¥10,000–50,000. You may be asked to leave and find another hotel at midnight.

How to check: Booking.com and Trip.com show 'Foreigners welcome' or 'Accepts international guests' filter. When in doubt, call the hotel directly and ask 'Can foreigners stay here?' (外国人可以住吗？).

Major cities (Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu, Xi'an): Most hotels are licensed. Smaller cities and rural areas: Fewer licensed options — book ahead.

Check-in Process for Foreigners

Bring your PASSPORT — original, not a copy. The front desk will scan it and take your photo for the police registration system. This is mandatory for every foreign guest.

If sharing a room, ALL foreign occupants need to present their passports. Chinese nationals use their ID card (身份证).

Deposit: Many hotels require a deposit (押金) of ¥200–500 per night, refunded at checkout. Can pay by Alipay/WeChat or card. Some international hotels waive it for credit card guests.

Police registration: The hotel automatically registers you with the local police within 24 hours. You don't need to do anything — but keep your hotel receipt in case police ask for it.

If you arrive after midnight: Most 24-hour front desks can handle check-in. Budget hotels may close the front desk — confirm late check-in in advance.

Room key: You'll get a key card. Some hotels require the key card to activate elevator buttons (floor restriction) — normal security feature.

Airbnb & Private Rentals

Airbnb/Tujia listings: Many hosts can accept foreigners, but some cannot. ALWAYS message the host before booking and ask 'Can foreign passport holders stay?' (外国人可以住吗？).

Police registration for private rentals: If you stay in a private apartment (not a hotel), the HOST is legally required to register you at the local police station within 24 hours of arrival. Many hosts don't do this — but it's the law.

If the host doesn't register you: You could be fined ¥500–2,000 if checked by police. It's rare but does happen, especially during major events or sensitive periods.

How to register yourself: If your host won't do it, go to the local police station (派出所) with your passport, rental contract, and the host's ID. It takes 10–15 minutes and is free.

Recommendation for first-time visitors: Stay in licensed hotels for your first trip. Airbnb is fine once you're comfortable with the system, but hotels handle all registration automatically.

Hotel alternatives: Ryokan-style guesthouses (民宿) in tourist areas are often licensed for foreigners. Check the listing for 'foreigners accepted' badge.
