16 Days to APEC Shenzhen: The New Huanggang Port Is Open 24/7 With Express Clearance | China Travel

Shenzhen's rebuilt Huanggang Port opened on October 12 with round-the-clock service, 134 express lanes and a 'one-stop inspection' model — just in time for APEC 2026. Here's what arriving delegates and travelers should know.

Key takeaway

16 days to APEC. Shenzhen is in its final preparation push, and the biggest logistics story for anyone arriving — delegates, media, or travelers riding the APEC wave — is the new Huanggang Port that went fully operational on October 12.

What changed at Huanggang

The rebuilt port now runs 24 hours a day for passengers and passenger vehicles. The old temporary inspection building and Hong Kong's Lok Ma Chau control point have been shut down — everything moved into the new joint inspection building, where the two sides operate under a 'one-stop inspection, single clearance' (一地两检) model.

That model is the headline: 134 passenger express lanes plus 68 manual lanes, with the express lanes using a three-gate integrated design. Travelers queue once and complete both Shenzhen and Hong Kong formalities in a single pass. City authorities describe the design flow at 200,000 people per day near-term, 300,000 at full capacity.

What APEC has added on top

Shenzhen's 2026 port-optimization measures, published in August, add an APEC-specific layer on top of the new infrastructure:

  • APEC fast-track green lanes for accredited participants, with dedicated support for faster clearance.
  • Standardized bilingual and multi-language signage across ports, plus translation desks and guidance materials.
  • 'Face-scan' touchless clearance rolled out across land ports, with a 'face + iris' smart lane pilot at Shenzhen Bay.
  • Tax-refund self-service machines now at Luohu, an international passenger service center at Bao'an airport, and AI translation screens at Shenzhen North station.

A 20,000-person stress test was run jointly by Shenzhen and Hong Kong at the new port in late August, simulating peak-hour flows end to end.

What this means if you're coming for APEC or just visiting

  • If you're an accredited APEC participant, look for the green lane at Huanggang, Luohu, Shenzhen Bay and the airport — the support plan explicitly targets fast clearance for delegates.
  • If you're a regular traveler, the 24-hour schedule is the bigger win: you can now cross between Shenzhen and Hong Kong at any hour, and the single-clearance model means one queue instead of two.
  • Transit-visa travelers still get the same 240-hour window at 65 open ports across 24 provinces — including Shenzhen's. Clearance speed is the upgrade; the visa rules didn't change.
  • Paying at the port got easier too: foreign-card cash withdrawal and currency exchange services are part of the new 'full-payment-zone' push, so you won't need a local card to grab a taxi or metro ticket on arrival.

The takeaway

The new port is the quietest sign of how seriously Shenzhen is treating APEC hosting duty: physical infrastructure, digital clearance, and service standards all upgraded in one cycle. For travelers it means the city's most-used gate just became faster, round-the-clock, and easier to use — with more upgrades landing every week until the summit opens on November 14.
