Full report
The Chinese commerce ministry confirmed on Wednesday what the internet already knew: shopping has become a reason to book a flight to China.
At a State Council Information Office briefing on Oct 22, MOFCOM market regulation director Yang Mu called out the "China Haul" trend by name — foreign visitors packing suitcases on camera, arriving empty, leaving full. The response came with numbers: China now has more than 18,000 departure tax refund stores, four times the count at the end of 2024, and refundable sales in the first eight months of 2026 grew about 60% year on year, with refund claims tripling.
Shopping, in other words, has graduated from a side activity to the point of the trip.
What changed: tax refund 2.0
The refund process got easier in May 2026, when China rolled out the "2.0 version" of its departure tax refund policy. The key changes, as reported by state media:
- A 28-day window before departure to claim the refund on purchases
- "Instant refund" (即买即退) at participating stores — walk out with the money back on your card instead of waiting for an airport queue
- Paperless processing with mutual recognition across cities, so one customs check at departure covers purchases from different provinces
The practical effect: for most travelers, the tax refund stops being a paperwork errand and becomes part of the shopping itself.
How to actually claim it
- Shop at stores displaying the departure tax refund logo — there are now over 18,000 nationwide.
- Pay with your foreign card linked to Alipay or WeChat Pay, so the purchase is recorded under your passport.
- Ask the cashier for the tax refund form before you leave the store. At "instant refund" stores, that is the last step — money back on the spot.
- At the airport or train station, clear customs verification with your passport, form and goods, then collect the refund or confirm the one you already received.
The refund rate varies by product category — the exact figure is printed on the form, so check before buying big-ticket items.
What people are actually buying in Shenzhen
The "China Haul" shopping lists skew surprisingly tech-heavy. In Shenzhen's Huaqiangbei electronics market, AI products now make up 61% of electronics on sale, up from 41% in 2025 (CCTV, July 2026). Sales of AI glasses doubled year on year; drones and robots rose 60–70%. An average of 8,000 foreign buyers pass through Huaqiangbei every day this year.
A few spots worth your time:
- INNO100 (Huaqiangbei): foreign tourists account for about 40% of sales. Exoskeletons, 3D printers and laser engravers draw the crowds — you can print your own 3D figurine or turn a photo into a fridge magnet on the spot.
- DJI flagship store: staff say foreign customers show up constantly and love the test-flight area before buying a drone to take home.
- AI translation glasses are the sleeper hit — the item foreigners keep filming in store.
Italy's Andrea Triboldi landed in Shenzhen specifically for the tech, with a 20-item shopping list and a son who wanted a DJI drone. "I chose Shenzhen as the first station of our China travel because of its technology," he told Xinhua.
Why do it now
Two timing reasons. First, APEC 2026 opens in Shenzhen on Nov 14 — 23 days from today. The city hosting the year's biggest Asia-Pacific gathering is also China's most walkable tech-shopping scene, and most foreign visitors can enter under visa-free or 240-hour transit arrangements (50 countries unilateral visa-free, 57 countries for transit).
Second, the refund window means you can shop early, explore late, and still claim everything at departure.
